On Friday, 13 March 2026, the EPLO Institute for Innovation, Implementation and Regulatory Efficiency (IRIDE), in cooperation with the State Chancellery of Moldova and with the support of the World Bank Office for the Implementation of Competitiveness Projects, organized a professional training course for inspectors and planners from a range of Moldovan control bodies.
The training was delivered by Dr. Florentin Blanc, Director of IRIDE, and brought together 44 participants representing various inspections and state agencies.
The course, titled “Reform of State Controls in the Context of Integration into the European Union – Improving Risk-Based Approaches Using Digital Tools,” focused on strengthening risk‑based methodologies and enhancing the use of digital tools in state control processes.
Ms. Lilia Dabija, Deputy Secretary General of the Government, opened the event and emphasized the importance of reforming state controls in the context of Moldova’s European Union integration—highlighting the need to modernize the regulatory framework and adopt contemporary digital solutions.
Dr. Blanc, an international expert in regulatory reform, moderated the training and presented key aspects of risk‑based approaches to state controls, drawing on practical examples from European countries. He also underscored the value of digital tools for risk assessment and the planning of control activities, contributing to greater transparency, efficiency, and objectivity.
The training aligns with the objectives of the State Control Development Program for 2025–2028, approved by Government Decision No. 286/2025, which foresees continuous professional development to strengthen the capacities of inspectors within control bodies.
Through this initiative, IRIDE continues to support Moldova’s efforts to modernize state controls, enhance regulatory efficiency, and advance good governance practices in line with European standards.
