As part of its mission to promote public law and good governance globally, the EPLO—working in cooperation with the United Nations system—established the Global Rule of Law Commission under the umbrella of the Global Rule of Law Initiative, officially launched in 2019 at UN Headquarters.
The Commission’s core objective is to develop a comprehensive global understanding of the Rule of Law, grounded in the Universal Values of the United Nations and respectful of cultural diversity. Upon request, the Commission is available to all nations to provide expert advice and guidance on Rule of Law-related matters.
In such cases, the Commission engages in dialogue with the relevant national authorities to examine how the Rule of Law is applied within their jurisdictions. It seeks to identify the boundaries within which legal variations may reasonably reflect cultural differences—and to clarify the thresholds beyond which such variations may diverge from the commonly accepted principles of the Rule of Law.
The Commission will produce an annual report on the Rule of Law, officially presented yearly at the Sixth Committee of the UN General Assembly.
The EPLO has also created a specialized master’s degree under the auspices and guidance of the EPLO Global Rule-of-Law Commission (GRoLC).
