Professor Spyridon Flogaitis is the Director of the EPLO and President of its Board of Directors.
A distinguished scholar and jurist, Professor Flogaitis brings decades of experience in public law, international adjudication, and institutional leadership. His academic and professional contributions span multiple countries and institutions, reflecting EPLO’s global reach and intellectual depth.
His role as Director includes overseeing the fulfillment of the Organization’s mission, expanding its vision and prospects, representing EPLO in international fora, and guiding its strategic development in close coordination with the Board and Executive Committee.
He is Professor of Administrative Law at the Law School of the National and Kapodistrian University of Athens, where he has taught since 1980. His academic journey includes doctoral degrees in Law (Panthéon-Assas University) and History (Panthéon-Sorbonne University), as well as advanced studies at the École Pratique des Hautes Études in Paris. He has held visiting professorships at leading European universities, including Cambridge, Heidelberg, Bordeaux, and Paris.
Professor Flogaitis has served in multiple high-level judicial and diplomatic roles. He was President of the United Nations Administrative Tribunal (2006–2009), Alternate Minister of European Affairs in Greece’s caretaker government (2015), and twice Minister of the Interior (2007, 2009). He is currently Vice-President of the Appeals Board of the European Space Agency and holds judicial appointments at the European Centre for Medium-Range Weather Forecasts, EUMETSAT, IFAD, and the Administrative Tribunal of the EBRD.
He is a member of the Greek Council of State and has practiced law since 1974, co-founding the Flogaitis–Sioutis Law Firm in 1990. He has chaired or contributed to numerous national committees, including those on local government reform and environmental law codification.
A prolific scholar, Professor Flogaitis is the founder and editor of several legal journals, including the European Review of Public Law, Critical Review of Legal Theory and Practice, Environment and Law, and Energy and Law. His publications and lectures have shaped discourse on administrative law, comparative governance, and European legal integration.
He has been honored internationally for his contributions to law and public service, receiving distinctions such as:
