Italy and EPLO Support Women Leadership in Jordan

On 8 May 2026, the Jordanian Academy for Government Administration successfully completed the implementation of the “Women Leadership Program” of the Hashemite Kingdom of Jordan.

The initiative is a flagship measure of the Public Sector Modernization Roadmap of Jordan and aims to support the development of a new generation of women leaders in Jordan.

The Program has been designed, developed and delivered with the support of the Project “Support to Public Administration Reform in Jordan”, funded by the Italian Ministry of Foreign Affairs through the Italian Agency for Development Cooperation (AICS), and implemented by the European Public Law Organization (EPLO) in partnership with the Italian National School of Administration (SNA).

The participants to the Program are women officials holding senior and decision-making positions in a wide range of Ministries and Institutions of the Public Administration in Jordan.

The Women Leadership Program was conducted from October 2025 to May 2026 and involved fourteen training modules for a total of 170 hours of training. The training was delivered by Jordanian and International experts on key elements of leadership such as: Innovative Leadership Skills, Change Management and Organizational Development, Leadership in Digital Governance, Strategic Planning and Future Foresight, Policy Formulation and Impact Assessment, Public Financial Management, Legislative Drafting and Compliance, Policy Design and Leadership in Sustainable Development.

The Program culminated with an intensive Leadership Retreat for a selected group of 20 senior women officials from 4 to 8 May 2026, organized in the spectacular setting of the valley of Wadi Rum in Jordan.

Through a carefully designed combination of workshops, experiential learning, coaching sessions and outdoor team activities, the participants were encouraged to challenge themselves and redefine their leadership potential. The retreat focused on cultivating essential leadership competencies, including strategic communication, decision-making, emotional intelligence, conflict prevention, collaboration and team leadership. The women leaders further developed their ability to inspire positive organizational cultures, lead with authenticity and purpose and foster trust and accountability within their teams.

Beyond the acquisition of new tools and methodologies, the retreat offered also a rare opportunity to build lasting networks and envision a stronger role for women in shaping the future of Public Administration in Jordan.

The project “Support to Public Administration Reform in Jordan” delivers specialized technical assistance to the Jordanian Academy of Government Administration (JAGA) -formerly the Institute of Public Administration of Jordan (IPA)- the national institution entrusted with the training and professional development of civil servants in Jordan. Launched in May 2025 for a duration of 30 months, the initiative contributes directly to the implementation of Jordan’s Public Sector Modernization Roadmap, particularly its Human Resources and Government Services Pillars, with a strong emphasis on leadership within the public sector.
