The Government of Jordan has celebrated today at the Jordanian Academy for Government Administration the successful completion of the three key initiatives: the “Advanced Government Leadership Program”, the “Women Leaders Qualification Program”, and the “Professional Diploma in Public Administration and Policy”.
The programs were designed and implemented by the Jordanian Academy for Government Administration (JAGA) in the framework of the project “Support to Public Administration Reform in Jordan”, funded by Italy through a grant worth EUR 1.2 million and realized by the European Public Law Organization (EPLO) in partnership with the Italian National School of Administration (SNA).
The three programs represent cornerstone measures of the Public Sector Modernization Roadmap of Jordan, which aim to prepare a new generation of Leaders and Senior Officials of the Government of Jordan in order to drive the implementation of the reforms envisaged in the Roadmap, in line with the vision of His Majesty King Abdullah II.
The ceremony was attended by the President of the JAGA H. E. Dr. Mustafa Hamarneh, the Secretary-General of the JAGA H.E. Eng. Siham Alkhawaldeh, the Minister of Education and Human Resources Development H.E. Azmi Mahafzah, the Minister of Agriculture H.E. Dr. Saeb Khraisat, the Ambassador of Italy to Jordan H.E. Pier Luigi Zamporlini, the Director of the Training Centre of the German Jordanian University H.E. Mohammad Hamed, secretary-generals and directors from various government ministries, and representatives from public institutions of the Hashemite Kingdom of Jordan.
Delivered from October 2025 to March 2026, the “Advanced Government Leadership Program” provided over 200 hours of training to twenty high-level Jordanian public officials. Local and international experts covered key topics including policy evaluation, strategic foresight, change management, digital transformation, AI, and institutional culture. The program concluded with a Study Tour in Italy hosted by the Italian National School of Administration (SNA). The tour included a visit to the Italian Ministry of Foreign Affairs and International Cooperation.
The “Women Leaders Qualification Program” was implemented from October 2025 to May 2026, provided 170 hours of training across fourteen modules to fifty senior women officials from Jordanian public institutions. Local and international experts delivered key leadership modules, culminating in an intensive Leadership Retreat in Wadi Rum for a selected group of participants.
The “Professional Diploma in Public Administration and Policy in Jordan” is the first-ever Diploma designed for senior officials, managers and heads of department of the Jordanian Public Administration. The Diploma was implemented in cooperation with the German Jordanian University and saw the participation of 47 public officials from over 30 institutions of the Jordanian Public Administration, including ministries, national commissions, regional and local governments and autonomous bodies.
H.E. Eng. Siham Alkhawaldeh opened the Ceremony stating: “Improving the performance of human resources is one of the most important aspects of administrative reform, the impact of which extends to include other political and economic reforms. We aspire to have contributed, through these programs, to producing leaders for change and future-making, and role models to be emulated, and to see the effects of this in improving individual, institutional and national performance levels and its reflection on the quality of services provided and citizen satisfaction. Our achievement today would not have been possible without the support of our partners, the Italian Government Cooperation, the European Public Law Organization and the Italian National School of Administration”.
H.E. Amb. Pier Luigi Zamporlini highlighted that the initiative shows the depth and breadth of the excellent partnership between Italy and Jordan, which spans across multiple areas including the public sector. He emphasized the impressive results achieved so far through the project, which is crucial in building networks between Italian and Jordanian public institutions. As the Italian Ambassador stressed, “today’s ceremony shows how the projects funded by Italy and realized in partnership with Jordanian institutions and authorities concretely reach and benefit people”.
Dr. Lian Catinis, Project Team Leader noted that “The Leadership Programs and the Diploma were successfully delivered thanks to an excellent cooperation between the Jordanian Academy for Public Administration, the EPLO and the SNA with the support of the Italian Government. They are expected to create a lasting impact by upgrading participants’ leadership and professional skills which will lead to improved performance of their institutions”.
