EPLO Regional Branch in Cascais

The European Public Law Organization (EPLO) maintains a vibrant presence in Cascais, Portugal, through its Regional Branch hosted at the prestigious Casa de Santa Maria, a historic villa on the Atlantic shore generously made available by the Municipality of Cascais.

This collaboration was formalized through a Memorandum of Understanding signed in July 2018 between the EPLO and the Municipality of Cascais, and further reinforced by a Headquarters Agreement signed on October 16, 2020, at the residence of the Portuguese Ambassador in Athens. The agreement grants the EPLO full privileges and immunities for its operations in Portugal, a member of the Organization since January 2017.

The EPLO Regional Branch in Cascais is dedicated to advancing education, research, training, and international cooperation, with a particular focus on:

  • Cutting-edge issues in international and public law
  • The intersection of democracy, governance and the rule of law
  • Promoting dialogue across intercultural, political, European, and global dimensions

As EPLO Director Professor Spyridon Flogaitis remarked:

“We believe we can produce something unique by combining the beauty of Cascais with the importance of reinforcing it as a pole of Science, Culture, Law and Governance.”

Activities include a high-level Annual Conference, thematic events, and specialized training programs designed to bring together leading intellectual resources and foster meaningful exchange.



Global Rule of Law Commission

The EPLO Regional Branch in Cascais also hosts the Global Rule of Law Commission (GRoLC), established as part of the EPLO’s Global Rule of Law Initiative launched at the United Nations Headquarters in 2019. Comprising 22 distinguished members from around the world and chaired by Giuliano Amato, former President of the Constitutional Court and Prime Minister of Italy, the Commission aims to develop a comprehensive global concept of the Rule of Law grounded in UN Universal Values and cultural diversity.

Operating from Cascais, the Commission engages with national authorities on Rule of Law issues and produces an Annual Report presented at the Sixth Committee of the UN General Assembly. Under its auspices, the EPLO has also launched a specialized master’s degree program, further advancing education and expertise in this critical field. A second post-graduate degree program dedicated to the Law of International Organizations was launched in 2025.
