PROJECT TITLE: Operational Capacity Building within The Ministry of Agriculture, Forestry and Water Management

OVERALL OBJECTIVE: To enhance the operational and administrative effectiveness of the Croatian Ministry of Agriculture, Forestry and Water Management (MAFWM), in order to fulfil its obligations under the Stabilization and Association Agreement (SAA).
ACTIVITIES:
The project followed three main operational guidelines:
- The improvement of the operational capacity, efficiency and effectiveness of the MAFWM in order to develop and implement new policies and legislation in relation to the SAA process so as to increase the competitiveness of Croatian agriculture in the context of market opening;
- The strengthening of the policy development, technical and administrative capacity in the area of rural development, as well as administration and control subsidies;
- The support to the Department of Fisheries in the EU integration process and the harmonization according to the acquis in fishery related areas; finally, studies on the level of harmonization and identification of key gaps and priorities were produced.
Project activities included the analysis of the organizational structure of the MAFWM and the training of the MAFWM staff on agricultural and rural development policy and Common Fisheries Policy. Two study visits were organized in March 2006 for several Croatian experts in Greece in the following areas of interest: SAA process, Modernization of fishing ports, Restructuring of fishing fleet.
