The European Public Law Organization (EPLO) and the Superior Electoral Court of the Federative Republic of Brazil (TSE) signed a Memorandum of Understanding (MoU) on 3 February 2026, formalising a framework for cooperation in the promotion of democratic values, the rule of law, and good governance.
The MoU establishes the legal and administrative framework for cooperation between the two institutions, with a shared focus on the promotion of democratic values. The agreement provides for the exchange of knowledge on public law systems, the sharing of jurisprudence related to the application of democratic principles, and the encouragement of best practices in the protection of human rights and good governance.
The partnership also foresees collaboration in areas related to institutional development and capacity strengthening, reflecting the EPLO’s mission to support the rule of law, democratic governance, and the enhancement of public administration systems internationally.
The EPLO welcomes this new framework of cooperation with the TSE and looks forward to advancing joint initiatives that contribute to the strengthening of democratic institutions and the promotion of legal excellence.
Looking Ahead
This Memorandum of Understanding represents a meaningful step in EPLO's ongoing efforts to strengthen international cooperation in the field of public law and democratic governance. By bringing together the institutional expertise of the TSE and EPLO, the partnership has the potential to contribute to a deeper understanding of democratic systems and to support reform efforts in both regions and beyond.
