PROJECT TITLE: Technical Assistance for strengthening and enforcement of the capacities of the Albanian Copyright Office
COUNTRIES: Albania
OVERALL OBJECTIVE: To strengthen the copyright system in line with EU standards and, particularly to strengthen the capacities of the Albanian Copyright Office and regional Copyright Offices and their partners, and improve the enforcement of copyright and neighboring rights in Albania.
Specific objectives:
- Technical assistance for amending, preparing, adopting and improving the legislation according to the upgraded EU legal framework;
- Review of the enforcement procedures and implementing tools to enhance the efficiency of respecting and protecting copyrights;
- Training of staff of the Albanian Copyright Office in investigation and enforcement procedures;
- Raising awareness amongst copyright owners and the general public on copyright law in Albania by organizing consultations and workshops, and through a targeted Public Relations (PR) campaign.
ACTIVITIES:
The project was based on three components:
1. Strengthening the operational capacity of the Albanian Copyright Office for implementing current laws by supporting its staff and improving the cooperation among stakeholders;
2. Ensuring a proper transposition of EU laws into Albanian legislation and upgrading the current legislation in accordance with European best practices on intellectual property and copyrights;
3. Building awareness on copyright and neighboring rights amongst the users of works protected by copyright or neighboring rights, right holders, their representatives and the general public.
Among the activities: legislation review and analysis; recommendations ensuring Albanian Copyright Law consistency with EU legal framework for Copyright Protection; legal drafting; study tour in Greece; training for judges, customs and police; training manual; gap analysis.
