OVERALL OBJECTIVE: Reforming Turkey’s illegal immigration control system in line with the EU standards and requirements, the project, addressing the challenges posed by the ever-growing immigration pressure, will contribute to the management of illegal immigration through the operationalization of two detention/removal centers, and the development of the centers’ managerial capacities, along with the development of the administrative and legislative capacities of the related public bodies according to the acquis communataire and the EU best practices, and the contribution to the studies on illegal migration undertaken by the Task Force on Asylum and Migration. 

ACTIVITIES: 

This project helped to achieve a better capacity to cope with illegal migration by putting in place an efficient management system for at least two removal centers and by developing legal and administrative standards and procedures in accordance with the EU acquis and best practices. The new system set will be a model for future centers to be established, contributing to the achievement of the wider objective of reforming the overall system illegal immigration control in line with the EU requirements.

The project envisaged three components touching at the different dimensions of the problem. 

Component A - Operationalization of at least two well-structured removal centers

  • Development of guidelines on the management of removal centers
  • Study visits/internships for the future trainers of staff to work in removal centers
  • Basic, in-service and advanced training programmes developed for staff
  • Developing and drafting training manuals for the 3 training groups
  • Basic, in-service, advanced and train the trainers seminars
  • Study visit to Greece to cement learning acquired at advanced level

Component B - Adoption of recommendations on legislative and administrative alignments with the EU acquis and best practices

  • Gap analysis on legislation and administrative practices via workshops and seminars
  • Drafting and adoption of agreed recommendations and legislation
  • Developing operational standards for alien’s police and the ‘Common Manual for Return Policy and Practices’

Component C - Support to the activities of the Task Force on Asylum and Migration concerning the studies on illegal migration

  • Mapping exercise to identify regions for the task force field visits
  • Conducting field visits to meet with the relevant authorities and NGO’s
  • Taking decisions on the necessary reforms in the area of illegal migration
