PROJECT TITLE: Support to the Public Defender’s Office (PDO) 

COUNTRIES: Georgia 

OVERALL OBJECTIVE: To strengthen the capacities of PDO in monitoring the criminal justice reform Programme in Georgia thus increasing its efficiency within the justice system. Specifically, to strengthen the monitoring capacities of the Georgian Public Defender’s Office (POD) on criminal justice reforms and the promotion of the rule of law in Georgia, improving the institutional capacity of the POD, and raising public awareness of the rule of law and respect for human rights.

ACTIVITIES

  • Establishment within the PDO of an analytical unit on legal, criminological and other issues related to criminal justice reforms in Georgia;
  • Strengthening of monitoring activities;
  • Trainings and training of trainers;
  • Development of comprehensive monitoring guidelines and methodologies; 
  • Development and implementation of methodological guidelines for result-oriented budget preparation, in line with the MOF medium-term expenditures framework (MTEF);
  • Development of new approaches and efficient and effective programs to monitor the implementation of the criminal justice reform
  • Creation of a modern computerized case management system;
  • Strengthening of the system of internal communication in head office and between head office and regional offices;
  • Establishment of a system of standardized contracting procedures for cooperation agreements with civil society and professional groups; 
  • Establishment and development of management structure of new regional offices in the regions of Samtskhe-Javakheti, Kvemo Kartli, Shida Kartli, Kakheti, Mtskheta-Mtianeti and Guria;
  • Raising of public awareness on rule of law and human rights among the general public and public administration officials.
