PROJECT TITLE: Policy and Legal Framework for Universal Service Provision (USP) in a Fully Liberalized Telecommunication Market

OVERALL OBJECTIVE: The implementation of the Directive 98/10 into the Bulgarian Law for the Universal Service and the End user Rights so as to guarantee the planning of USP of specified quality and at an affordable price for every citizen, regardless of geographical location in the conditions of full liberalization of the telecommunications market. The project also aimed at supporting the respective Bulgarian institutions in their efforts to fully integrate the EU acquis with regard to a Fully Liberalized Telecommunication Market.
ACTIVITIES:
Project activities consisted of:
- Short term missions to Bulgaria with the purpose of studying the current situation and getting the Bulgarian experts acquainted with the best practices in the field of USP;
- Working seminars and supply of documentation;
- Preparation of draft legislation;
- Workshops on the key elements of the USP in fully liberalized telecommunications market and the legal provisions concerning USP in the national legislation;
- Preparation and presentation by the MS experts of guidelines for Bulgarian experts.
