PROJECT TITLE: Institutional Benchmarking for the Implementation of the Water Framework Directive and Integrated Water Resources Management in South-Eastern Europe

COUNTRIES: South Eastern Europe

OVERALL OBJECTIVE: The prescription of practicable recommendations that will generate institutional reform, in states where such reform is needed, which would lead, in turn, to the better implementation of EC water policy.

ACTIVITIES:

The project consisted of a study that dealt with the problem linked to the implementation of the Water Framework Directive (WFD) in South Eastern European (SEE) countries, mainly analyzing the problems linked to the lack of its implementation in specific Member States, Candidate countries and third countries,

In order to implement the Water Framework Directive, Member States needed to have put in place the proper administrative structures and identified the competent administrative authorities by December 2003. Accession countries such as Bulgaria, Romania, Hungary, the Czech Republic, Slovakia and Slovenia were undergoing efforts to harmonize their legislation according to the acquis communautaire, including the adoption of effective water policies- the Integrated Water Resources Management. This project also meant to assist those countries in such efforts.

Activities included:

  • Preparation of practicable recommendations towards the better implementation of EC water policy;
  • Organization of a conference in Athens on “Implementing the EU Water Framework Directive: Towards Integrated Water Management.
