OVERALL OBJECTIVE
The evaluation will assess the Action using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and perspectives of impact. In addition, the evaluation will take into account one specific EU evaluation criteria: the EU added value (the extent to which the Intervention brings additional benefits to what would have resulted from Member States' interventions only).
ACTIVITIES:
- Ex-post assessment of phase I of the EU’s support under the EUTF to refugees and host communities in Kenya - T05-EUTF-HoA-KE-17-01 - Development and Protection Protection in Kenya – Support to the Development of Kalobeyei to understand the results and whether the desired impact was achieved.
- Analysis of the medium-term performance of phase II - T05-EUTF-HoA-KE-69 “Enhancing self-reliance for refugees and host communities in Kenya”, including both the components implemented as a follow-up to phase I and new components”
- Key recommendations to improve the current programme in support of refugees and host communities ensuring the programme reaches its desired objective
- Feedback on lessons-learned in order to improve future interventions and specifically in the framework of the new NDICI instrument for the next 7 year financial cycle (2021-2027).
