The 23rd EGPL Annual Reunion

The 23rd Annual Reunion of the European Group of Public Law (EGPL) was held between the 14th and 16th of September, 2012 on the island of Spetses.

During this Reunion, the reports of the Conference organized by the EGPL on the subject “Public Law and the Economic Crisis” were presented and discussed. Many participants, among which academics, professors, government representatives, as well as old and new members coming from European and non-European countries, attended the yearly meeting of the European Group of Public Law. 

During the first session of Friday, September 14 presided by Dr. G. Coraggio, President of the Council of State of Italy, a general introduction on “Public Law, the Crises, the Current Crisis” was delivered, followed by general reports delivered by Prof. G. Kirchhof, University of Augsburg (Germany), Prof. G. Napolitano of the University Roma Tre (Italy), and Prof. Ch. Gortsos, Secretary General, Hellenic Bank Association, Panteion University (Greece).  

During the second session, presided by Prof. Th. Groß of the University of Osnabrück (Germany), presentations were delivered on “Institutional Arrangements and Instruments of Action" by Prof. F. Amtenbrink, of the Erasmus University Rotterdam (The Netherlands), and Prof. G. Kalflèche, of the Université de Toulouse (France). 

The third session, held on Saturday September 15, presided by Prof. Ch. Rozakis, President of the Administrative Tribunal of the Council of Europe and Former Vice President of the European Court of Human Rights, had “From Local Governments to the World” as its main topic, featuring general reports delivered by Prof. E. Malaret i Garcia, University of Barcelona (Spain) and Prof. M. Kirkby, University of Lisbon (Portugal). 

Finally, the fourth session, presided by Dr. V. Varunyou, Supreme Administrative Court of Thailand, presented a case study drafted by Dr. N. Arat, University Kadir Has (Turkey), and the general conclusions, delivered by Prof. G. Napolitano, University Roma Tre (Italy).
