The 22nd Annual Reunion of the European Group of Public Law (EGPL) was held on September 9-11, 2011.
During the Reunion, the reports of the conference organized by the EGPL on the subject “Public Law and the Judges” were presented and discussed. Many participants, among which many academics, professors, government representatives, as well as old and new members coming from European and non-European countries, attended the yearly meeting of the European Group of Public Law.
During the first session of Friday 9, presided by Dr. M. Frendo, Speaker, House of Representatives, Parliament of Malta, on the topic of a general introduction on “The Status of the Judge: Independence and Impartiality”, general reports were delivered by Prof. P. Nihoul, Judge of the Constitutional Court (Belgium), by Prof. A. Gordillo of the Fundación de Derecho Administrativo (Argentina), by Prof. Ph. Nélidoff of the University of Toulouse (France) and by Prof. S. Dauchy of the University of Lille II (France).
During the second session, presided by Prof. Lorenzo Martín- Retortillo, University of Madrid, after the Laudatio in his honor (Spetses, 2011) by Prof. E. Schmidt-Aßmann of the University of Heidelberg (Germany), on the topic of “Judicial Legitimacy, the functions of the Judge”, general reports were delivered by the Rt. Hon. Lord Justice Sedley of the Court of Appeal of England and Wales (United Kingdom) and by Prof. A. Guerra Martins, Judge of the Constitutional Court (Portugal).
The third session, held on Saturday, September 10, presided by Mr. J.-M. Sauvé, President of the Conseil d’Etat (France), had “Judge-made Law” as main topic, followed by general reports delivered by Dr. S. Papasavvas, President of Chamber of the General Court of the European Union (Luxembourg) and Prof. L. Ortega Álvarez, Judge of the Constitutional Court (Spain).
Finally, the fourth session, presided by Prof. G. Falcon of the University of Trento (Italy), presented a case study on “The Dialogue of the Judges. National Courts and European Courts” drafted by Prof. V. Kondylis of the University of Athens (Greece) and the general conclusions, delivered by Prof. A. Reichman of the University of Haifa (Israel).
