EPLO Institute for Sustainable Development Contributes to Policy Dialogue on Blue Skills and Blue Careers at European Ocean Days 2026
The European Public Law Organization (EPLO), through its Institute for Sustainable Development, contributed to a high‑level policy discussion on blue skills and blue careers during the European Ocean Days 2026 in Brussels. The closed workshop, held on 2 March and led by the CoastalPro project, brought together seven EMFAF‑funded initiatives working on workforce development for the sustainable blue economy.

The discussion highlighted a central finding shared across projects: Europe does not lack innovative tools, digital platforms, or training models — it lacks adoption pathways. As participants noted, learning tools only achieve real impact when they are embedded in schools, VET systems, universities, employer pathways, and public authorities, rather than remaining isolated project pilots.

Drawing on evidence from aquaculture, ports, fisheries, blue biotechnology, coastal tourism and inclusion pathways, the resulting policy brief outlines a set of practical recommendations to strengthen the transition from blue skills to blue careers.

Key Messages from the Policy Brief

  • Make micro‑credentials portable and trusted across borders and sectors through alignment with the EU approach to micro‑credentials and the use of verifiable European Digital Credentials for Learning.
  • Embed blue‑skills modules into school curricula, VET programmes and employer training routines, using networks such as EU4Ocean and European Blue Schools.
  • Strengthen links between training and employment through mentoring, internships, job‑matching tools and employer‑backed certification.
  • Ensure sustainability beyond project funding by transferring ownership to institutions with long‑term incentives and requiring interoperability to avoid fragmented platforms.

These priorities aim to move Europe from fragmented experimentation to scalable, trusted systems capable of supporting a resilient and inclusive blue workforce aligned with the EU Green Deal and the European Ocean Pact.
