The European Public Law Organization (EPLO) is pleased to announce that applications are now open for the Winter School on "Rule of Law, Transitions and Security", jointly organized by the European Law and Governance University (ELGU) and Sapienza University of Rome. The programme will take place from 1 to 12 February 2027, with the first week hosted by the Faculty of Law of Sapienza University and the second week taking place at the EPLO-ELGU premises in Rome.
As societies across the globe confront the challenges of climate change, rapid technological transformation, geopolitical uncertainty, and evolving security threats, questions relating to the rule of law, democratic governance, and institutional resilience have become increasingly significant. The Winter School seeks to equip participants with both theoretical knowledge and practical insights into how legal and public institutions can respond to these transitions while upholding democratic values, accountability, and fundamental rights.
Adopting an interdisciplinary perspective, the programme brings together expertise from constitutional law, administrative law, comparative public law, governance studies, and political theory. Participants will engage with contemporary issues including climate governance, digital transformation, cybersecurity, artificial intelligence, democratic resilience, and emerging security paradigms.
Throughout the two-week programme, students, researchers, and practitioners will examine how governments, courts, and international institutions navigate complex societal transitions while safeguarding the principles of democratic legitimacy and the rule of law. The Winter School will also serve as a platform for academic exchange and international dialogue among participants from diverse disciplinary and professional backgrounds.
The programme will conclude with a dedicated research session, providing participants with the opportunity to present their work and contribute to discussions on the future of constitutionalism, democratic governance, and the rule of law.
