1st Round of Seminars in the Framework of the ARARAT Project

The EPLO in collaboration with the Center for Training of Judges of the Cassation Court of the Republic of Armenia, organized the first round of seminars on Electoral Disputes under the title “The Electoral Code of Armenia - A general Appraisal”, within the framework of the Project “ARARAT - Support to Free and Fair Elections in Armenia”.

The speakers in this event included a professor from the Law Faculty of the University of Thrace, and judges from the Court of Cassation of the Republic of Armenia.

The audience consisted mainly of Judges from the First Instance Courts, the Court of Appeal, and the Cassation Court of Republic of Armenia, as well as representatives from the Ministry of Foreign Affairs, and the Central Electoral Commission of Armenia.

The following issues were discussed during the seminar:

  • General appraisal of the Electoral Code of the Republic of Armenia under the light of the European electoral heritage, as defined by the Council of Europe
  • The Electoral Code of Armenia and its conformity with the European standards, other international instruments and the Constitution of the Republic of Armenia
  • The General provisions of the Electoral Code of the Republic of Armenia – (Chapters 1-12 and 31-32 of the Code)
  • The provisions of the Electoral Code on the election of the President of the Republic (Chapters 13-18 of the Code)
  • The National Assembly (Chapters 19-24 of the Code) and the local government elections (chapters 25-30 of the Code)
  • The adjudication of the electoral procedure
  • Delimitation of the functions of courts and the electoral Commissions
  • Participation of judges in the electoral commissions’ work

Ms. P. Protopsaltis, Deputy Director of the EPLO, and Mr. T. Manoukian, EPLO fellow, represented the EPLO in the aforementioned seminar.
