PROJECT TITLE: Further Strengthening of Border Control and Management of the Future EU External Borders through the Modernization of Technical Equipment, Development of Centralized Information Systems, and Introduction of EU Best Practices and Standards in the Field of Border Control

OVERALL OBJECTIVE: To contribute to the further strengthening of the Bulgarian border management through the implementation of EU best practices and standards in the field of border control, implementation of compensatory measures in the border zone and, as well as modernization of the equipment and development of automated information system for border control.

More specifically, the development and implementation of the information system for border control and systems supporting the migration control from and through the country constituted the main objective of the project.

ACTIVITIES: 

Activities included:

  • The development of the AIS for the provision of administrative services and address registration of foreign nationals;
  • The integration into the network of other systems operated by the Ministry of Interior, including systems for VISA control, border control, residence of foreign nationals, issuance of identity documents, imposition of restrictive measures and other matters relating to Bulgarian citizenship;
  • Exchange of information amongst information systems of different non- Ministry of Interior state organizations exploited at Border Checkpoints;
  • Building up and integration of automated tools for objective verification and identification of motor vehicle registration plates into Border control AIS;
  • Advancing the work technology in the process or processing passenger traffic at Border Checkpoints (land, sea, and river) needed to prepare requirements of the information module for preliminary risk analysis;
  • Synchronization to SIS II, VIS, and other EU networks through the organization of  Trainers’ courses on SIS II requirements in compliance with Common Manual, Schengen Borders Code and Schengen Catalogue.
