Event: The Production of Legal Norms Between Governments and Parliaments: Comparative Perspectives and Prospects for Reform

On Tuesday, May 12, 2026, an academic event took place at the premises of the European Public Law Organization (EPLO) in Plaka, co-organised by EPLO, the Εφημερίδα Διοικητικού Δικαίου [Administrative Law Journal], and Sakkoulas Publications.

The event was dedicated to the memory of Vasileios Andronopoulos, an iconic figure with distinguished service in the field of public administration – as Director General of the Ministry of the Presidency, Secretary General at the Ministry of the Interior, Vice President of the Supreme Council for Civil Personnel Selection (ASEP), and Special Secretary to the Presidency of the Republic.

The event began with tributes to the character and work of the late Vasileios Andronopoulos. Professor Spyridon Flogaitis and the former President of the Hellenic Republic, His Excellency Prokopis Pavlopoulos, presented the career of Vasileios Andronopoulos, making special mention of his remarkable contribution to the drafting of the Civil Servants’ Code and the modernisation of the country’s administrative operations. Under the coordination of Professor Flogaitis, the discussion evolved into an in-depth comparative overview and analysis of legal systems across different legal orders.

The contribution by Professor Eugenia Prevedourou (read by Ms. Eleni Kefali) highlighted the equal distribution of responsibilities between the legislative and executive branches in France, as well as the administration’s particularly broad regulatory authority.

Professor Spyros Vlachopoulos analysed the German regulatory framework in light of the Basic Law (Grundnorm), emphasising the need for foreseeability and collectivist deliberation in regulatory acts through the cooperation of the Cabinet and Parliament.

Professor Charalambos Anthopoulos focused on the discrepancies between constitutional provisions and political reality in Italy, analysing constitutional practices such as delegazione legislativa and their equivalence to Presidential Decrees in the context of good lawmaking.

Professor Nikolaos Papaspyrou examined the UK and US constitutional contexts, with special reference to the executive’s secondary powers, as conferred by Parliament, regarding urgent matters, presenting the approaches of major legal thinkers, such as A.V. Dicey and Justice Scalia.

The discussion was enriched by the insightful contributions of Professor Flogaitis, who linked each country’s historical development to its current constitutional frameworks, seeking best practices that could be utilised in Greek administrative law.

A common point of reference for all speakers, as well as for the audience, was the constant mention of the character and career of Vasilios Andronopoulos. The event concluded with a fruitful dialogue, reaffirming the need for continuous reflection on the processes of lawmaking in modern democracies.
