PROJECT TITLE: Study on the Status of Information Exchange amongst Law Enforcement Authorities in the Context of Existing EU Instruments

OVERALL OBJECTIVE: To present an evaluation, analysis and empirical study on the progress of the Member States in achieving the objectives outlined in the Hague programme regarding cross border information and intelligence exchange between law enforcement authorities. The main objective of the study is to map the current situation of information exchange between law enforcement agencies at the European level and identify the shortcomings of the current system and the requirements in terms of information, exchange tools and regulations.
Specific objectives:
- To provide a current and actual snapshot on the level and quality of information exchanged between the Member State law enforcement authorities;
- To outline the additional needs of law enforcement authorities;
- To underline the shortcomings and gaps in the information and workflow;
- To participate in the evaluation process of the “Swedish Initiative” and the Prüm Decision by providing reliable data on the operational efficiency of these instruments;
- To identify and analyze the efficiency and gaps regarding the proceduresof exchanging data, information and intelligence among law enforcement authorities within existing EU instruments (Europol, SIS). ?
ACTIVITIES:
The effective cross border exchange of law enforcement information and intelligence is paramount for preventing and combating crime.Therefore, it seems necessary for the law enforcement authorities of EU Member States to be able to request and obtain information and intelligence from other Member States in an effective manner.
The project objectives were achieved through research based on the distribution and collection of questionnaires to the relevant law enforcement authorities in the twenty-seven EU Member States, as well as in-depth interviews in twelve Member States. The empirical study has shown that the overall exchange of information among the twenty-seven Member States has significantly increased in the past few years.
The overall aim of mapping the current situation of information exchange between law enforcement agencies at the European level, as well as identifying the shortcomings of the current system, has been met and successfully processed.
