UN Human Rights Council Side Event: “Path towards the International Year of Legal Literacy, 2027”

A high‑level side event titled “Path towards the International Year of Legal Literacy, 2027” took place on 29 June 2026 on the margins of the 62nd Session of the Human Rights Council at the Palais des Nations, Room VIII, in Geneva.

The event was organized by the Permanent Missions of the Republic of Tajikistan and the State of Qatar to the UN Office and other international organizations in Geneva.

Moderation and Opening Remarks

The discussion was moderated by H.E. Ambassador George Papadatos, Permanent Observer of the European Public Law Organization (EPLO) to the UN Office in Geneva.

In his remarks, Ambassador Papadatos emphasized that legal literacy is fundamental to the rule of law, human rights, and sustainable development, noting:

“Legal literacy is the bridge between the recognition of human rights and their effective realization.”

He underscored that in an era of rapid technological change and increasingly complex legal systems, legal awareness is essential for enabling individuals to exercise their rights and fulfill their responsibilities. Strengthening legal literacy contributes to equal access to justice, institutional resilience, and inclusive societies.

Ambassador Papadatos welcomed the UN General Assembly resolution proclaiming 2027 as the International Year of Legal Literacy, initiated by the Republic of Tajikistan, describing it as a unique opportunity to elevate legal education and awareness on the global agenda.

He also highlighted the potential for enhanced cooperation among governments, international organizations, academia, and civil society, including the possible establishment of a Group of Friends of Legal Literacy in International Geneva.

Opening remarks were delivered by H.E. Mr. Sharaf Sheralizoda, Ambassador and Permanent Representative of the Republic of Tajikistan to the UN Office and other International Organizations in Geneva.
