OVERALL OBJECTIVE

The objective of the project is to: 1) create a common knowledge base on public training issues through the collection, implementation, and sharing of surveys, experiments, methodological studies, and best practices at the national and international level on various aspects related to the training management cycle and its integration into the processes of enhancing and evaluating human capital in the public administration; 2) strengthen the technical and methodological capacity of beneficiary administrations in the planning and management of investments in training, through the preparation and sharing of tools to support the delivery of training programs—and integrate them into their strategic action—and the promotion and enhancement of good practices.
This will be achieved through two specialized training courses, each structured in modular format with base and advanced levels, totaling approximately 8 hours of training content per course. The courses are designed for online delivery in SCORM modality, ensuring compatibility with modern Learning Management Systems and providing maximum accessibility for public administration personnel.
The project is expected to deliver a range of benefits across different levels. For participants, it will enhance skills in risk management, regulation and data-driven decision-making, while providing practical frameworks that can be applied immediately, along with exposure to global best practices and strengthened digital and AI capabilities. For the Department of Public Administration, it will reinforce strategic capacity, support leadership in digital learning and AI, improve service delivery through more skilled staff, and promote systematic knowledge sharing. More broadly, the project will contribute to fostering a culture of proactive, evidence-based governance across the public administration, increasing efficiency and effectiveness, enabling more flexible and outcome-oriented regulation, and strengthening engagement with citizens and businesses.

ACTIVITIES

EPLO/IRIDE participates in the following activities:
•    Development of Course on Defensive and Proactive Bureaucracy. Base Module (210 minutes) + Advanced Module (180 minutes)
•    Development of Course on Simplification, Flexibility and Innovation in Public Administration. Base Module (190 minutes) + Advanced Module (180 minutes)
•    Program Management & Coordination:
End-to-end oversight ensuring smooth planning, delivery, and stakeholder engagement.
•    Research & Content Development:
Tailored, up-to-date training materials based on best practices and relevant data.
•    Assessment & Evaluation:
Performance measurement tools to track learning outcomes and impact.
   Practical Application Exercises:
Scenario-based simulations and toolkits for immediate workplace application.
•    Digital & Interactive Learning Tools: 
Use of modern digital platforms and AI-assisted learning.
•    Development of Online Learning Architecture: Creating a flexible, user-friendly system to support online and blended training.
