OVERALL OBJECTIVE
The overall objective is to support the fulfilment of DG NEAR Unit A2’s mandate on “Thematic Support – Rule of Law, Governance and Security” through capacity-building activities and training for EU staff (both at HQ and in EU Delegations) on the latest policy developments, priorities, and instruments.
SPECIFIC OBJECTIVE
The specific objective is to support DG NEAR Unit A2 in strengthening the capacity of Commission services to engage effectively with each other and with external partners, build trust, and rapidly apply newly acquired skills. This is achieved through the organisation of annual thematic network meetings and training sessions, which provide key opportunities for capacity building of EU staff at headquarters and in EU Delegations, and are further integrated into EU Learn.
To this end, the European Public Law Organization (EPLO) organised three thematic network meetings:
• the Justice and Internal Affairs Network (JAI-NET), focusing on policy developments and operational aspects related to organised crime, anti-corruption, migration and security;
• the Fundamental Rights Network (FRi-Net), addressing key issues related to human rights, rights-based approaches and the integration of fundamental rights into EU external action; and
• the Civil Society Network (CiSo-Net), promoting dialogue and cooperation on civil society engagement and participatory approaches.
These meetings provided key opportunities for capacity building of EU staff at headquarters and in EU Delegations, facilitating the exchange of knowledge and best practices, promoting policy updates and supporting the practical application of EU tools and instruments.
ACTIVITIES
EPLO implemented all project activities including:
1) Selecting and recruiting moderators/trainers, speakers and note takers.
- Proposing and recruiting facilitators/trainers whose task was to animate discussions for the FRI-Net & CISO-NET (one for each event) with expertise in Human Rights, civil society, gender and LGBTQi issues;
- Supporting the selection of external experts for the JAINET meeting. This was done jointly with the Team Rule of Law (RoL), Security & Peace and the Migration Unit.
2) Organising travel arrangements and reimbursing per diems for all external experts/speakers for all three events.
3) Ensuring the logistics arrangements for the organisation of the three thematic network meetings, including booking suitable venues, organising catering, printing badges and agendas, placeholders, etc.
4) Taking notes for all three meetings and Preparing draft and final reports on all 3 events:
- 2024 JAI-Net Meeting (2 days)
- 2024 CISO-Net meeting (1 day)
- 2024 Fri-Net meeting (1 day)
5) Carrying out the evaluation of the trainings and collected feedback from participants after the trainings.
