The EPLO Director, Prof. Spyridon Flogaitis, visited Astana for the purpose of discussing with government officials the prospect of the Republic of Kazakhstan joining the EPLO as a new member state.
During his visit, the Director met with the Vice-Minister of Justice Mr. Kusdavletov Dulat R., who was accompanied by the Director of the “Legislation Research Institute of the Republic of Kazakhstan”, Mr. Sarsenov R. Aidar, as well as the Head of the Department of International Law, International Relations and Comparative Law, Mr. Busurmanov Zhumabek Duseshevich, at the Ministry of Justice on 13 October. The Vice-Minister of Justice expressed a positive response to the EPLO’s official invitation to the Republic of Kazakhstan joining as a member state.
During the meeting a Memorandum of Understanding (MOU) was signed between the EPLO and the “Legislation Research Institute of the Republic of Kazakhstan” representing a first step towards cooperation between the EPLO and the Republic of Kazakhstan. Under the MOU, the two parties agreed to cooperate in form of exchanging information on legislation, joint international events, conducting joint research on issues of law-making, enforcement and comparative law, and the provision of technical assistance among other.
The EPLO Director also held meetings with the Deputy Minister of Foreign Affairs and National Coordinator for Cooperation with the EU, Mr. Zhigalov V. Konstantin, at the Ministry of Foreign Affairs, on 13 October, as well as the Vice-Minister of Education and Science, Mr. Orunkhanov Murat, accompanied by the Director of the Department of Strategic Planning and Information Technologies, Mr. Nurmagambetov Amantay, at the Ministry of Education and Science on 14 October. The Vice-Minister of Education and Science promised to introduce the higher education institutions and the scientific community of the Republic of Kazakhstan to the EPLO.
Finally, the EPLO Director met with the Chargé d' Affaires of the Embassy of the Kyrgyz Republic in the Republic of Kazakhstan, Mr. Almazbek Esenaliev, to further the discussions between the EPLO and the Republic of Kyrgyzstan, initiated in April 2011 during the visit of the Minister of Justice of the Republic of Kyrgyzstan in the framework of a World Bank international project implemented by the EPLO.
The visit was supported by D1 Directorate for the UN & International Organizations and Conferences and A5 Directorate for Russia, Ukraine, Belarus, Caucasus, Black Sea Countries and Central Asia of the Hellenic Ministry of Foreign Affairs and was organized by the Greek Embassy in the Republic of Kazakhstan.
