PROJECT TITLE: Criminal Justice Programme 2007-2013: Tracking Progress in Strengthening Criminal Justice Indicators for Integrated Case Management 

COUNTRIES: EU Member States

OVERALL OBJECTIVE: To improve the quality, efficiency and transparency of the Judiciary, in particular regarding criminal justice cases.

Specifically, the project aimed to approximate and enhance the application of e-tools and indicators for case management and access to justice in Europe through transfer of best practices to the target newer EU Member States (Bulgaria and Poland) from countries with more advanced e-tools (partner older MSs, Spain, UK, etc).

ACTIVITIES:

The project concentrated on existing practices, challenges and perspectives regarding the e-modernization and quality evaluation processes of criminal justice systems in the EU Member States and it focused on the development of the use of information and communications technologies (E-Justice) as well as possible performance indicators. 

The project undertook a comparative analysis of current practices of justice record-keeping and on the way those records were shared among stakeholders in each participant country, studying at the same time the needs of the target countries in view of developing proposals for improvement.

The main activities were:

  • a compendium of European best practices on e-tools and indicators for measuring the quality of administration of justice;
  • examples of spreadsheets, other template documents, graphics and other e-tools to be used by local courts and prosecutors’ offices;
  • a final report on a proposal of transfer metodology of the e-tools systems to the target countries;
  • guidelines on how to use and implements the e-tools and indicators.
